Who called Lord Hanuman as Rudra Avatar by Brahma in the Ramayan?

In the Ramayan, Lord Hanuman was called as Rudra Avatar by Brahma in the Kishkindha Kand, when Hanuman revealed his true form to Lord Rama and Lakshmana. Brahma, who was observing this event, praised Hanuman and addressed him as follows:

"Tvam hi aaradhyaah shreshtho bhavo bhoota daya paraah Vayu putro mahabahuh kaalaatmaa rudra eva cha"

This verse means: "You are the most worshipful among all beings, the best among those who show mercy, the son of the wind-god, the mighty armed one, the very self of time, and Rudra himself."

Therefore, it was Brahma who called Lord Hanuman as Rudra Avatar in the Ramayan.
